暗号資産を中心とするデジタル資産を取り巻く産業構造のあるべき姿を、アカデミアと実務の視点から検討した有志研究グループによる公開ペーパー。2026年の金商法移行を前に、日本のデジタル資産市場が直面する構造的課題と政策提言を整理する。 A public discussion paper by a voluntary research group examining the ideal industrial structure surrounding digital assets, from both academic and practical perspectives. Ahead of Japan's 2026 FIEA transition, this paper maps the structural challenges and policy recommendations facing Japan's digital asset market.
森下哲朗先生（上智大学教授）および松尾真一郎先生（ジョージタウン大学教授）をはじめとするアカデミアの方々を中心とした有志組織です。A voluntary organization led by academics including Professor Tetsuro Morishita (Sophia University) and Professor Shinichiro Matsuo (Georgetown University), together with practitioners from finance, law, and venture capital.
デジタル資産に関する実務や研究に携わる有志が集まって始めた作業の第一歩として、特にステークホルダーの産業構造という観点から検討すべき論点を整理。産官学の協力による幅広く建設的な意見交換を目指しています。As a first step initiated by practitioners and researchers in the digital asset space, this effort focuses on identifying key issues from the perspective of stakeholder industry structure, aiming for broad, constructive dialogue across academia, government, and industry.
オープンな場での産官学の協力の成果として、今後の制度作りや実務の発展にとって有用な参考材料となることを目指します。現時点のアイディアをあえて残し、更なる検討のために幅広い論点・発想を整理・記録することを目的としています。As the result of open collaboration across academia, government, and industry, this paper aims to serve as a useful reference for future policy development and practical advancement — deliberately preserving current ideas to document a wide range of issues and perspectives for further discussion.
暗号資産規制の金商法移行に伴い、情報開示の強化・インサイダー取引規制の導入・新たな体制・業務の追加が求められます。交換業者・ウォレット事業者・DeFi・TradFiそれぞれへの影響と、移行後に生じる収益構造の変化を体系的に整理します。As crypto asset regulation shifts to the FIEA, this paper maps enhanced disclosure requirements, new insider trading rules, additional compliance obligations, and the evolving revenue structures for exchanges, wallets, DeFi, and TradFi players.
多様なデジタル資産市場について概況を捉えつつ、暗号資産を主な検討の対象として新たな金融・市場インフラの可能性と論点を整理。伝統的金融業の発展経路との対比から、CEXとDeFiの相互補完関係、分散型金融がもたらす新たな投資家・投資先関係のあり方を展望します。Surveying the broader digital asset landscape while focusing on crypto assets, this section examines the potential of new financial and market infrastructure. Drawing comparisons with traditional finance's development path, it explores the complementary roles of CEX and DeFi and the new investor relationships enabled by decentralized finance.
グローバル競争が激化するなか、日本が目指すべき市場構造と政策・産業戦略を提言。機能分離と共有インフラの構築、ローカル・インターナショナル・グローバル三層の変容、そして健全かつ持続的な産業構造の実現に向けた仮説と課題を提示します。Proposing the market structure, policy direction, and industrial strategy Japan should pursue — presenting hypotheses on functional separation, shared infrastructure, and the three-tier local/international/global transformation needed for a sound and sustainable digital asset industry.
